a strike right to the heart of terrorism

In a speech hailing the election in Iraq as a great success, Prime Minister Tony Blair claimed that the election has been a strike right to the heart of terrorism. However, he seems to have made a tiny little mistake concerning the logic of this claim.
If a step towards democracy such as an election is such a strike right to the heart of terrorism, why then do we still have terrorism in Northern Ireland or in mainland Spain? Is it to do with the fact that both those countries are constitutional monarchies?
Maybe it would be a strike right to heart of terrorism the royal families of Great Britain and Spain would abdicate, bringing an end to the monarchy in those two countries?
I think not.
Maybe the reason is that both Great Britain and Spain are mostly Christian and democracy is a strike right to the heart of terrorism only in Islamic countries?
Or was this just a faux pas and the real end to the continuing calamities in Iraq will only come by bit by bit as the occupying forces withdraw and go back where they really belonged from the beginning? That place being of course home.
